City Region to receive more powers and funding through SCR Authority

Following approvals at council meetings across the City Region, all nine local authorities have now officially agreed to form the ‘Sheffield City Region (SCR) Authority’- a legal body that will lead to more efficient decision making for the city region, in particular taking on devolved powers and funding from Government.

The formation of this new legal body follows a comprehensive Governance Review, where leaders at the nine local authorities concluded that the time had come to put decision making at a City Region level into legislation. The SCR Authority does not take any powers from local authorities, and is intended to complement local authority decision making on strategic economic and transport issues.

Local Authority members will be the elected mayor or leaders of Barnsley, Bassetlaw, Bolsover, Chesterfield, Doncaster, Derbyshire Dales, North East Derbyshire, Rotherham and Sheffield.  The Chair of the Local Enterprise Partnership would also have a seat on the Authority. This reinforces the strong public and private partnership at work in the city region, recognised as good practice in the recent Government response to the report from Lord Heseltine.

“I am delighted that all nine local authorities have now agreed to be members of the Sheffield City Region (SCR) Authority.

“We are an ambitious City Region based on a strong, stable partnership between the public and private sector. The SCR Authority ‘hardwires’ the partnership between the public and private sector in the SCR – providing a solid, stable platform for future governance and decision making.

“Setting up the SCR Authority simply involved putting into legislation the partnership that has been in for some time – and we expect to reap the economic benefits of this important step forward.”

The area that the nine local authorities represents have a combined economic output of more than £27 billion pounds per year and is home to approximately 1.8 million people, 55,000 businesses and 700,000 jobs.

The local authorities that make up the Sheffield City Region (SCR) have a long history of collaboration at a scale that reflects the natural economic geography of the region. Most recently, this collaboration has taken the form of the Sheffield City Region Local Enterprise Partnership (SCR LEP) and SCR Leaders Group.
