MEETINGS OF THE PARTNERSHIP

Robust, transparent decision-making is at the heart of what we do.

In this section you can find out when our strong public-private partnership meets and what decisions are being made. You can also see how the decisions of the partnership are scrutinised and subjected to statutory audit processes.

Mayoral Combined Authority, Overview and Scrutiny and Audit Committee meetings are open to the public. However, in order to fulfil our obligations on commercial confidentiality and data protection, the public are excluded from being present for agenda items at meetings where confidential or ‘exempt’ information is discussed.

No recordings of any kind (other than written notes) are allowed at Board and Committee meetings unless the Chair has given permission. Permission to record meetings will not unreasonably be withheld, but if anyone makes a recording without permission, the Chair can ask the person to leave the meeting or adjourn the meeting.

The LEP Board meets on a six weekly cycle. The meeting is not public however, papers for these meetings are published 5 working days prior to each meeting and draft minutes are published within 10 clear working days of the meeting taking place. The final minutes of Board meetings are published within 10 clear working days of being approved. Some papers may be withheld from publication. If this is the case, the agenda will indicate the appropriate exemption under Schedule 12A of the Local Government Act 1972.

Combined Authority Meetings

Housing Investment Board

At its meeting on the 22nd March 2017, the SCR CA agreed the establishment of the SCR Housing Fund (SCR HF). The HF seeks to complement and ‘plug the gap’ in current nationally available housing investment programmes; unlocking development opportunities to deliver much needed homes across the SCR.

On 30th October 2017, the SCR CA approved delegation of HF investment decisions to CA Statutory Officers (or delegate) for schemes requesting funds up to £2m. The Housing Investment Board has been established to ensure schemes submitted for approval receive appropriate scrutiny prior to a decision being made.

The Housing Fund is funded by the £360m Local Enterprise Partnership (LEP) Local Growth Fund (LGF) Grant secured through the Growth Deals.

The final minutes of Board meetings are published within 10 clear working days of being approved. Some papers may be withheld from publication. Overview and Scrutiny Committee

The Overview and Scrutiny Committee is a vital part of the Combined Authority’s decision making process. It has the responsibility to check that the Combined Authority and LEP is delivering its objectives and that the decisions made in policies, strategies and plans have been made in the best interests of the residents and workers of the local areas.

They also hold the Combined Authority and LEP to account and ensure that all aspects of the decision-making process are transparent, inclusive and fair. These meetings are open to the public and are webcast live.

The Overview and Scrutiny Committee have a work programme which provides a summary of the main areas of work which the committee will be undertaking over the coming months.  The work programme can be viewed here

Who can refer matters to the SCRMCA Overview and Scrutiny Committee?

The following people can refer a matter (which falls within the remit and functions of the committee) to the Mayoral Combined Authority Overview and Scrutiny Committee:

  • Any member of the SCRMCA Overview and Scrutiny Committee (including any sub-committees)
  • Any member of the Mayoral Combined Authority
  • Any member of a constituent or non-constituent council

Elected Members must complete and submit an Overview and Scrutiny Referral Form to scrutiny@sheffieldcityregion.org.uk

Audit and Standards Committee

The Combined Authority’s Audit and Standards Committee provides a high-level focus on assurance and the organisation’s arrangements for governance, managing risk, maintaining an effective control environment, and reporting on financial and non-financial performance. The terms of reference for the Committee can be found in the Constitution.

Audit

To guarantee our arrangements to secure economy, efficiency and effectiveness in our use of resources an external auditor is appointed to review the operations of the organisation. The final reports of this process are published below.

Business Investment Fund (BIF) Panel

The Business Investment Fund strategy was approved by the LEP in 2015 with the purpose of enabling more companies within the City Region to access external finance to grow, modernise or sustain their activities. All Business Investment Fund awards are appraised using the “Green Book” methodology – leading to a cost/benefit appraisal of each proposed investments.

For grants or loans of over £2m, the BIF Panel is asked to make a recommendation to the CA, who ultimately make any investment decision.
For schemes up to £2m and subject to endorsement by the Panel the CA has delegated authority to the Head of Paid Service to approve grants and loans.

The BIF Panel and / or other statutory officers may be given delegated authority by the CA to agree the terms and conditions of any grant or loan award, within the parameters agreed by the CA.
