Who We Are

Introduction

Many things that help unlock economic growth, such as transport, skills, infrastructure and business growth support are often best delivered at a wider level than individual local councils, but at a smaller level than national government.  Which is why we work together across a number of local council areas to support economic growth. Private sector leadership is also critical to the success of the local economy and the Sheffield City Region brings together public and private sector leaders to make decisions that drive economic growth and create new jobs.

The Sheffield City Region comprises the Combined Authority (CA), the Local Enterprise Partnership (LEP) and SCR Executive Team.

Our Combined Authority

The Sheffield City Region Combined Authority is a formal membership of councils.  The constituent members of the Combined Authority are Sheffield, Rotherham, Barnsley and Doncaster councils. The councils of Bassetlaw, Chesterfield, North East Derbyshire, Derbyshire Dales and Bolsover are ‘non-constituent’ members.  The Combined Authority shapes policy and leads on decision-making.  The Combined Authority Board members are also members of the LEP Board.

Our Local Enterprise Partnership

The Sheffield City Region LEP provides the strategic direction for Sheffield City Region.  As the custodian of the Strategic Economic Plan, the LEP sets out the economic blueprint for how we will grow our economy.  The LEP supports the public sector decision-making process.  The LEP Board Chair is a member of the Combined Authority Board.

Our SCR Executive Board

The Combined Authority Board and Local Enterprise Partnership Board are supported by the SCR Executive Team which is based at 11 Broad Street West in Sheffield. The role of the SCR Executive Team is to lead on policy, strategy and commissioning for a small number of key priority workstreams on behalf of the public and private sectors within Sheffield City Region.

Our Staff/Executive Team

The Executive Team leads on policy, strategy and commissioning for a small number of key priority workstreams on behalf of the public and private sectors within Sheffield City Region.  Our Senior Management Team are:

Mark Lynam
Director of Programme Commissioning

Mark’s responsibilities include all aspects of the City Region’s work on transport, housing, infrastructure and planning. A key part of his work is involvement in Government initiatives and policies which support future transport investment in the City Region, including HS2 and Transport for the North.
