Private sector leadership – the Local Enterprise Partnership

Private sector leadership of our economic agenda is critical to our success. In Sheffield City Region this leadership comes through the Local Enterprise Partnership (LEP).

The LEP brings together business leaders and local politicians to make decisions that drive economic growth and create new jobs. The Board is made up of 19 members – ten business leaders and nine local authority leaders, including the Mayor of Doncaster. The LEP works in partnership with the Combined Authority to support the public sector decision-making process.

The LEP provides the strategic direction for Sheffield City Region, as custodian of the Strategic Economic Plan it sets out the economic blueprint for how we will grow our economy. The LEP Board are represented by the LEP Chair on the Combined Authority.

To ensure that the LEP accesses a wide network of businesses to inform its strategy development a number of Sector Groups have been established. These groups operate independently of the Local Enterprise Partnership but are a key sounding board for the development of our economic strategy.

Governance

The Sheffield City Region LEP recognises the importance of good governance arrangements and transparency, and strives to ensure the highest standards of stewardship of public money. To support the LEP in achieving these standards the following policies and procedures have been agreed as draft –

Decision Making

Whilst the Combined Authority is the Accountable Body for a ‘Single Pot’ of funding, comprising:

the devolution deal funds;
Local Growth Funds;
and the devolution deals’s multi-year transport settlement

the LEP is responsible for setting strategic direction on economic growth. It follows the ‘Single Pot’ Assurance Framework (Link) in relation to decision making on investments for the City Region.
